12–201. COMPLIANCE WITH STATE LAW.
It shall be unlawful for any person to fish in the New Strawn City Park except in strict compliance with the laws of the State of Kansas, the rules and regulations of the Kansas Wildlife and Parks Commission, and unless such person has on his or her person a valid fishing license issued under State law if required. 12–202. CITY FISHING LICENSES.
(a) It shall be unlawful for any person to fish in the New Strawn City Park unless he or she has a valid fishing license issued by the city on his or her person.
(b) The license fee is hereby fixed at $2.00 for any persons under 16 years of age, and $5.00 for any persons over 16 years of age. Licenses issued shall be valid only during the calendar year in which issued. No license shall be assignable or transferable, and no license fee shall be prorated or refundable. For any persons residing outside the boundaries of USD 244, an annual permit shall be issued for any persons under 16 years of age at $4.00, and for any persons over 16 years of age at $10.00; a three (3) day permit shall be issued for any persons under 16 years of age at $1.00, and for any persons over 16 years of age at $3.00. (c) Any person purchasing a license between January 1 and May 1 shall additionally purchase a trout stamp for a fee of $2.00 for any person under 16 years of age and $5.00 for any person over 16 years of age. Each trout stamp shall be valid from January 1 to May 1 of the calendar year. Any person desiring such license or stamp shall apply therefore to the city clerk, exhibit his or her State license if one is required by State law and pay the required license fee. Each license and stamp shall be validated by the signature of the licensee, and shall not be altered, assigned or transferred. Any person fishing during a designated time period without a trout stamp shall be subject to a fine of $25.00 with each time being a separate and independent offense. (Ord. 94-2)
(d) Notwithstanding the previous paragraph, the Governing Body may designate such other places upon which individuals may acquire such city fishing licenses upon such terms and conditions as the Governing Body, in it discretion, may deem advisable. Upon such designation, the city clerk shall provide such establishment a supply of city licenses for issuance and shall receive accountings from such establishment for any licenses issued and fees remitted. Any business establishment so designated may charge a handling fee of $0 in excess of that set herein for the issuance of such licenses. (Ord. 99-4)
(e) The holder of any such fishing licenses shall, upon demand, exhibit the same to any law enforcement official.
12–203. LENGTH LIMITS.
It shall be unlawful to remove from the pond at the New Strawn City Park any channel catfish less than 15 inches in length, any largemouth bass less than 21 inches in length or any sunfish (bluegill, green sunfish) less than 8 inches in length. Any fish in such categories caught or otherwise obtained by any persons fishing in such pond shall be immediately returned to the pond. Total fish length is defined as the length measured from the tip of the snout to the end of the tail with mouth closed and the tail lobes pressed together. (Ord. 99-5)
12-204. DAILY CREEL LIMITS.
(a) A creel limit is defined as the maximum total number of a species that can be taken per person in a calendar day.
(1) Channel Catfish over 15 inches – 2
(2) Large mouth bass over 21 inches – 2
(3) Wiper over 18 inches —
(4) sunfish and crappie – 5
(b) A year creel limit is defined as the maximum total number of a species that can be taken per person in a calendar year.
(1) Channel Catfish over 15 inches – 20
(2) Large mouth bass over 21 inches – 20
(3) Wiper over 18 inches – 50
(4) Sunfish and crappie — 50
(c) It shall be unlawful for any person fishing in the pond in the New Strawn City Park to exceed their daily or yearly creel limits.
(d) Each violation may be punishable by a fine not to exceed $500 and revocation of the violator’s city fishing license. (Ord. 2005-10)
12-205. MISCELLANEOUS REGULATIONS.
It shall be unlawful for any person to have place, or use in the pond in the New Strawn City Park any unauthorized boats or vessels, to set any lines, including any bank lines or limb lines, or to seine. Any person fishing in such pond shall not use live bait, such as fish, salamanders, crawdads, or frogs. Worms are allowed. Any person fishing in such pond shall fish by use of a fishing pole and shall remain in attendance of their fishing poles. Maximum number of poles per person shall be two. (Ord. 94-9)
